Fred Picard was appointed “Faculty Representative to Athletics” at Ohio University in 1954. In 1977, he was named to the NCAA Council, the rule-making body of the NCAA, as vice-president of District Four. Picard served the maximum four years and chaired the nominating committee. He also served as president of the Mid-American Conference for a number of years. Picard served for 20 years as chairman of the Faculty Committee on Intercollegiate Athletics. In 1981, he celebrated 40 years at Ohio University. He chaired the Economics Department from 1952-62. He was the former chairman of the M.B.A. Program. He authored numerous articles in investment and economic journals.
