Harter graduated with a B.S. in communications in 1984. He played football from 1980-1984. Harter received Honorable Mention All-America in 1982. He was a four-year letter winner. In 1981 he was named All-MAC First Team, Kicker. Also, in 1981 Harter was named to the Football News All-Sophomore Team as he hit 9 of 11 field goal points. Then in 1982 he was named AP Honorable Mention.
